The Need for Special Education Programs in Public Schools

Did you know that the federal government compensates public schools that provide special education services for children with disabilities? The Individual with Disabilities Education Act (IDEA), initially approved in 1975, was reauthorized in 1991 to ensure procedures in providing a Free Appropriate Public Education for children who have disabilities. This law requires all states to meet these needs for students with disabilities. The Federal Government is held to contribute about 40% of the total education expenditures. There is a higher percentage in each successive year, depending on the level of IDEA funds available.

The requirements for a special education program include an Individualized Education Plan (IEP) and free and appropriate public education (FAPE). IEP refers to the guidelines in which teachers will develop activities that would best fit in with students' learning abilities. The school must also give parents/guardians access to all information regarding their child's education, and they must be involved in any decisions made for their child.

The federal government requires that state special education services meet two standards: one—the provision of free & appropriate education in a least restrictive environment (LRE). Two- The participation of children with disabilities in general education classes to the maximum extent is appropriate.
